Conversation around load growth has been around for decades as load serving entities are always trying to figure out how to plan around such within their generation fleet or via the market.  The instruments utilized to do such have evolved over the years as the components driving the year-on-year deltas goes beyond 'normal' weather and organic increases tied to the economy.  We are in a world that needs to incorporate thrusts demand such as electric vehicles, liquified natural gas facilities, data centers, and crypto-currency to name a few.
